WASHINGTON, D.C. — First Lady Melania Trump appeared before the House Ways and Means Committee today, throwing her significant influence behind a new wave of landmark legislation aimed at transforming America’s foster care system.

Addressing a bipartisan group of congressional leaders, Mrs. Trump framed the plight of foster youth not merely as a policy issue, but as a “moral imperative.” Her appearance marks the next phase of her legislative agenda, building on the success of the TAKE IT DOWN Act and her previous Fostering the Future Executive Order.

Action Over Awareness

During her remarks, the First Lady challenged lawmakers to move beyond simple advocacy. “When I first developed Fostering the Future, one thing became very clear: the foster care community requires action over awareness,” Mrs. Trump stated. “This truth stands today.”

The First Lady highlighted several systemic barriers that prevent foster children from reaching their full potential, including:

  • Housing Instability: The lack of permanent, safe housing.
  • Educational Gaps: Only 3% of individuals in the foster care community reportedly earned a college degree in 2025.
  • Logistical Hurdles: Challenges involving transportation, financial barriers, and access to modern technology.

Expanding “Fostering the Future”

Mrs. Trump pointed to the success of her BE BEST initiative, “Fostering the Future,” which she established in 2021. The program has already partnered with over 20 major academic institutions—including The Ohio State University, Vanderbilt, and the University of Miami—to provide foster youth with university-level technology education and career preparation.

The goal, she explained, is to move these individuals toward financial independence and entrepreneurship. However, she noted that executive actions alone are not enough to fix the “special set of challenges” these youth face outside the classroom.

A Call for Decisive Reform

The proposed legislation seeks to codify protections and resources that currently exist only through executive guidance. Mrs. Trump praised Chairman Smith, Chairman LaHood, and Ranking Member Davis for their work in shaping the reform, emphasizing that bipartisan support is crucial for the bill’s success.

“We are gathered here today, not because America’s children rely on us, but rather because America’s children are our moral equals,” the First Lady said in her closing remarks.

She urged the committee to ensure that for foster children, opportunity is no longer just a “hopeful” concept, but a “birthright.” If passed, the legislation would represent one of the most significant overhauls of the federal foster care framework in a generation.
