Electronic Sex Offender Registration and Notification System

The Electronic Sex Offender Registration and Notification System (e-SORN) was developed in response to the 1994 passage of Megan’s Law. Following the passage of Megan’s Law, The Jacob Wetterling Act and the Federal Crime Act were passed. These legal additions to existing law require all states to pass a sex offender registration and notification law. To date, all 50 states have a sex offender registration law.

The passage of Senate Bill 5 on July 31, 2003, brought new guidelines for classifying sexual offenders and strengthened the current e-SORN Laws in Ohio. Namely, any person convicted of certain sex offense violations of the Ohio Revised Code or similar laws of another state may be determined by the court to be required to register as a sex offender.

Classifications under the Tier system are based solely on the specific crime the offender was convicted of. Now, sex offenders are classified as: Tier I Offenders, Tier II Offenders, and Tier III Offenders.

From January 1997, all convicted sex offenders have been, and continue to be, subject to the registration requirements of the law.

Under the law, the Hocking County Sheriff’s Office is responsible to identify and monitor registered sexual offenders living, working, or going to school, within Hocking County. Current sex offender information can be viewed by downloading the Hocking County Sheriff’s Office mobile application or by clicking on the ESORN tab on the Hocking County Sheriff’s Office webpage.

• Total registered sex offenders who live or work in Hocking County: 58
(approximate population 29,000)
• There of 57 published sex offenders
• 1 is a juvenile offender. Law restricts publication to the public.
• 1 homeless sex offender who is required to register the persons location daily to the Hocking County Sheriff’s Office to monitor.
• Deputies conduct physical checks (verification) at a minimum, yearly at the offenders registered address(s).
• Based on sex offender’s classification, they are required to register in person to the Hocking County Sheriff’s Office between 1-4 times a year.
o One offender was arrested and later indicted during a compliance check for being in possession of a firearm.
• When information is obtained about sex offenders being out of compliance, an investigation is initiated.
• 2020- Nine (9) investigations have been completed that lead to the following indictments.

The degree of penalty is the same degree of the sexual offense the person was originally convicted for.

o Joshua Scobbee (2 separate violations)
 Failure to register- Felony of the 2nd degree

o Scott Cox (2 separate violations)
 Failure to provide change of address- Felony of the 3rd degree
 Failure to provide change of address- Felony of the 3rd degree

o Ronald Michael Preece (3 separate violations)
 Failure to register- Felony of the 2nd degree
 Failure to provide change of address- Felony of the 2nd degree
 Failure to provide change of address- Felony of the 2nd degree

o Undisclosed- (juvenile offender)
 Failure to provide change of address- Felony of the 4th degree

o Christopher Schuyler
 Weapons under disability- Felony of the 3rd degree

o Christopher Smith
 Failure to provide change of address- Felony of the 4th degree

Recent arrest: Floyd Collins Jr.- Duty to register- Felony of the 1st degree

Active arrest warrants: Brittany Russo, 25 year old female
Failure to provide change of address, Felony of the 4th degree
