COLUMBUS, Ohio – The Ohio Children’s Alliance (OCA) has officially named Tia Marcel Moretti, Director of the Ohio Department of Behavioral Health, as the recipient of its prestigious 2026 Champion for Children award.
The honor, presented during a ceremony on Wednesday, recognizes public partners whose leadership and advocacy have fundamentally strengthened the support systems for Ohio’s most vulnerable youth and families.
A Legacy of Collaborative Leadership
OCA CEO Mark Mecum presented the award, citing Director Moretti’s long-standing commitment to transparent leadership and her unique ability to bridge the gap between state government and community providers.
“This recognition reflects far more than a single year or a single role,” said Mark Mecum. “Throughout our many years of working together, you have consistently been a dedicated, thoughtful, and reliable partner—someone who shows up, listens, and leads with integrity.”
Mecum further emphasized that Moretti’s willingness to engage in deep, honest dialogue with advocates has built a foundation of trust that is essential for navigating the complexities of the behavioral health landscape.

Strengthening Ohio’s Advocacy Network
The award comes from Ohio’s oldest statewide child advocacy organization. Founded in 1973 and formerly known as the Ohio Association of Child Caring Agencies, the Ohio Children’s Alliance serves as the premiere membership body for community agencies dedicated to child welfare.
The Alliance’s mission focuses on three core pillars to improve the lives of young adults and families:
- Policy Advocacy: Ensuring public policies result in an integrated and efficient system.
- Performance Improvement: Driving solutions to the state’s most complex social challenges.
- Member Support: Applying the collective strength of community agencies to sustain high-quality service.
A Vision for the Future
As Director of the Ohio Department of Behavioral Health, Moretti has been a pivotal figure in evolving how the state addresses the needs of children. The OCA noted that while public priorities often shift, the fundamental needs of children remain constant, requiring a “system that provides for their needs and optimal growth.”
For over 50 years, the Ohio Children’s Alliance has worked to ensure that Ohio’s evolving public policies translate into tangible benefits for the children who need them most. By honoring Director Moretti, the Alliance reaffirms the importance of strong public-private partnerships in achieving “better results” for the next generation of Ohioans.
