
Circleville City Council will take up several high-impact policy and financial matters during its Committee of the Whole meeting scheduled for Wednesday, January 14, 2026, at 6 p.m. in Council Chambers at City Hall, 127 S. Court St.
The Committee of the Whole focuses on citywide initiatives, legislative and organizational issues, and long-term strategic direction for the city. Council President Barry Keller will preside over the meeting, joined by council members Jeff Hallinin, Katie Logan Hedges, John Moats, Sheri Theis, Jake Davison, Tom Klitzka and Tom Duvall. Melissa Burns serves as clerk.
Council members will first consider approval of the minutes from the Committee of the Whole meeting held on December 2, 2025.
Key Items on the Agenda
Among the new business items is an ordinance granting local job creation income tax credits to Healthcare Logistics under the city’s Municipal Income Tax Credit Program. The ordinance, which includes an emergency clause, is aimed at supporting job growth and economic development within Circleville.
Council will also consider a resolution to extend the city’s moratorium on the retail cultivation, processing, and dispensing of both adult-use and medical marijuana. The emergency resolution would continue current restrictions while city leaders further evaluate regulations and impacts.
Another item on the agenda is a resolution authorizing payment to the acting or appointed city treasurer for services rendered. This resolution also includes an emergency declaration.
In addition, council is expected to enter executive session to discuss a wage reopener for the Fire and Police Departments, a discussion that will take place behind closed doors as permitted by Ohio law.
Following any additional or old business, the meeting will adjourn.
