Ross County Man Pleads Guilty to Rape of Minor, Gets Plea Deal with Lesser Charges

ROSS COUNTY – Jefferey Webb of Chillicothe is attempting to seek leniency in the case of two counts of rape in a plea bargain in court on Thursday.

Initial verbiage of the charges stated that the minor was just under the age of 10 years old when the crimes were committed on the first count of rape but were then amended to the child being older than 10 years of age, but less than 12 which carries a lesser penalty.

Initially, the charges for the 68-year-old architect sought a penalty of 15 years to life in prison, but were lessened to 10-to-life.

The victimization of a minor occurred through Webb’s relationship with a relative of the minor in 2017. Webb was originally indicted in a secret grand jury process in 2018, along with 3 others on various other charges including felonious assualt to a minor, and gross sexual imposition.

Sentencing is scheduled to take place on November 15th at the Ross County Court of Common Pleas.
