Update – Circleville Overdosing Driver Charged but Not Arrested for Passing Out Behind Wheel

Circleville – Police charged a man after they found him passed out behind the wheel with the vehicle in drive on a bust street in Circleville.

According to the Circleville police department, they were called to the area of East Mound and South Pickaway Street after calls of a person possibly overdosing in a vehicle in the middle of the roadway. When they arrived they found 50-year-old Paul Jarvis passed out in the driver’s seat. After several attempts to wake the man up from inside the locked vehicle. Jarvis moved his foot off the brake and began to roll down the street. Police broke into the vehicle due to the safety of Jarvis and others by breaking the passenger side window. Officers were able to get the vehicle stopped and remove the man from the vehicle. Inside the vehicle, police found a metal burnt straw in his lap and a glasses case that contained metal foil typically used for drug use.

After sobriety checks Jarvis was charged with OVI and possession of drug abuse instruments. He was then released to a sober party. His vehicle was towed from the scene.
