Two Arrested in Scioto County after Shooting a Man

PORTSMOUTH, OH – June 12, 2024 – Scioto County Sheriff David Thoroughman reported that on Wednesday night, the 911 communication center received multiple emergency calls starting at 11:18 p.m. regarding a possible domestic disturbance at 2970 Dutch Ridge Road, Portsmouth, Ohio.

At 11:31 p.m., a woman called 911, stating that her father had just shot her husband. Deputies and emergency medical services quickly arrived at the scene, finding a male victim with gunshot wounds. The victim was airlifted to Saint Mary’s Hospital in West Virginia, where he remains in critical condition.

Sheriff Thoroughman stated that detectives responded promptly to the crime scene to begin their investigation. Several individuals present at the location were detained and interviewed. It was determined that the victim had been shot twice by two different individuals using separate firearms.

The investigation led to the arrest of two men without incident:

  • Michael Ray Collins, 70, of 2798 A Dutch Ridge Road, Portsmouth, Ohio
  • Raymond Ryan Ross, 45, of 2798 Dutch Ridge Road, Portsmouth, Ohio

Both men have been charged with one count of Felonious Assault, a second-degree felony. They appeared in Portsmouth Municipal Court and were each given a bond of $20,000.

Sheriff Thoroughman emphasized that the investigation is ongoing and additional charges will be presented to the Scioto County Grand Jury at a later date.
