
A traffic stop in Circleville led to the arrests of two people after an officer reported finding suspected methamphetamine and multiple drug pipes inside a vehicle.
According to a Circleville Police Department report, the incident occurred around 6:07 p.m. June 23 when Officer Zachary Irwin was traveling south on South Court Street and observed a black Chevrolet Silverado turn onto Court Street from Town Street.
Irwin reported that the truck’s license plate was partially obstructed, preventing the registration and county stickers from being visible. The officer also reported that the driver made an improper left turn by turning directly into the right lane.
The officer was unable to get behind the truck immediately because another vehicle was between them. The truck eventually entered northbound U.S. 23, where Irwin reported that it nearly struck a pedestrian who was in a crosswalk and had the right of way.
Irwin initiated a traffic stop near the intersection of U.S. 23 and Court Street.
The driver was identified as Billie Thompson, who police determined had a suspended driver’s license, according to the report.
During the stop, Irwin reported that the passenger was not wearing a seat belt. The passenger initially provided the name Brad Allen Lowery and a date of birth of Oct. 9, 1978. Dispatch was unable to locate anyone matching that information.
Police removed both occupants from the vehicle. According to the report, Thompson told officers she did not know the passenger’s real name and said he was “Kenny or something.” She then reportedly told officers the passenger had provided a false name because he had a warrant.
The passenger was subsequently identified as Bradley Boysel.
During a pat-down, Irwin reported finding a knife and multiple pieces of drug paraphernalia, including a glass pipe commonly used to smoke methamphetamine and three additional glass pipes described in the report as crack pipes.
Boysel was taken into custody and police confirmed he had an outstanding warrant through the Pickaway County Sheriff’s Office.
A Circleville police K9 and its handler subsequently conducted a free-air sniff of the vehicle, which resulted in an alert for the possible presence of narcotics, according to the report.
Police searched the vehicle and reported finding a crystal-like substance inside Thompson’s purse. Thompson allegedly told officers the substance belonged to Boysel and that he had placed it in her purse.
According to police, Thompson then admitted she had methamphetamine in her pocket and said it represented her half of the drugs.
Thompson reportedly told officers that she and Boysel had traded an unspecified amount of property to another person in exchange for the methamphetamine before dividing it between themselves.
Police listed a crystal-like rock substance as evidence along with a glass crack pipe and a bubble pipe commonly associated with methamphetamine use.
Thompson and Boysel were transported to the Pickaway County Jail, where they were accepted without incident, according to a supplemental police report.
The case was documented by Officer Zachary Irwin, who reported that he was wearing and recording with an Axon body-worn camera during the incident.
All charges and allegations contained in the police report are accusations. Defendants are presumed innocent unless proven guilty in court.
