Scioto County Authorities Arrest Man for Online Solicitation of Minor

Portsmouth, Ohio (January 17, 2024) – The Scioto County Sheriff’s Office, in collaboration with Adult Probation Officers, has arrested a man accused of soliciting a minor online and sending inappropriate content.

Sheriff David Thoroughman stated that a detective received a tip from an adult probation officer on January 15th regarding a 35-year-old man inappropriately contacting a middle school student via social media.

Authorities prioritized the juvenile’s safety and launched an immediate investigation. According to Sheriff Thoroughman, the suspect allegedly contacted the girl through social media, sent her pictures of his genitals, and attempted to arrange a meeting for sexual purposes.

Detectives, joined by Scioto County Common Pleas Adult Probation Officers, apprehended the suspect, Sean Allen Freeman (35) of 3 Rehs St., Portsmouth, Ohio, at his residence. Evidence was collected at the scene.

Freeman faces multiple charges, including:

  • Importuning: Felony of the 5th degree
  • Attempted Unlawful Sexual Conduct with a Minor: Felony of the 3rd degree
  • Disseminating Matter Harmful to a Juvenile: Felony of the 5th degree
  • Probation Violation: Additional charge

He is currently being held without bond and appeared in Portsmouth Municipal Court today, January 17th.

Sheriff Thoroughman emphasized that the investigation is ongoing and additional charges may be filed.
