WASHINGTON, D.C. — President Donald J. Trump has officially proclaimed May 2026 as National Foster Care Month, using the occasion to spotlight a series of federal reforms and a multi-million dollar expansion of programs designed to support the nation’s most vulnerable youth.

In a proclamation issued from the White House, the President emphasized a “revolutionary commitment” to the foster care system, specifically praising the work of First Lady Melania Trump in advocating for children transitioning out of state care.

A Focus on Transition and Stability

A cornerstone of this year’s proclamation is the expansion of the Melania Trump Fostering Youth to Independence Program. The administration announced it has devoted $30 million to the initiative, which focuses on providing housing stability and resources for young adults who “age out” of the foster care system.

“We are ensuring they are not abandoned at the most critical moment in their lives,” the President stated, noting that the funds are aimed at preventing homelessness and encouraging long-term career success for former foster youth.

Legislative and Executive Actions

The proclamation pointed to the November 2025 Executive Order on Fostering the Future for American Children and Families as the primary driver for current policy changes. Under this mandate, the administration is pushing for:

  • Increased Accountability: Implementing stricter performance standards for foster care agencies nationwide.
  • Data Efficiency: Improving information sharing between state and federal agencies to speed up placements.
  • Kinship Support: Prioritizing and strengthening policies that allow children to be placed with relatives when they cannot stay with their biological parents.

Addressing the Foster Home Shortage

As local governments across the country grapple with a shortage of available foster homes, the President called upon “ordinary Americans” to rise to the “extraordinary calling” of caregiving. He praised the social workers, educators, and volunteers who support the hundreds of thousands of children currently in the system.

“Foster families embody the very best of the American spirit through their boundless love and quiet devotion,” the President said.

The proclamation also highlighted ongoing investments in community-based programs designed to prevent children from entering foster care unnecessarily by supporting struggling families before a crisis occurs.

A Landmark Year

The 2026 proclamation carries added historical weight as it coincides with the 250th anniversary of the Independence of the United States. The President concluded by pledging that the administration would continue to open new “public and private sector pathways” for foster youth to ensure they can realize their “unique American Dream.”
