
CIRCLEVILLE, Ohio — The Pickaway County Common Pleas Court, under the direction of Judge Matthew H. Chafin, handed down multiple sentences, probation revocations, and bond conditions following hearings held on Tuesday, June 2, 2026.
Several individuals faced the court on charges ranging from probation violations to bond forfeitures.
Harold M. Hoop, Jr. Sentenced to Prison Time
Harold M. Hoop, Jr., 45, of Chillicothe, Ohio, appeared before Judge Chafin to resolve two separate criminal cases involving probation violations.
In his first case (2025CR0031), Hoop faced charges of Violation of Probation stemming from original charges of fourth-degree felony Menacing by Stalking and fifth-degree felony Violating a Protection Order. Judge Chafin ordered his Community Control terminated, sentencing Hoop to 18 months in prison on count one and 6 months on count two, to be served concurrently.
In his second case (2025CR0042), which also involved Violation of Probation and a fifth-degree felony charge of Violating a Protection Order, Hoop’s Community Control was similarly terminated. He was sentenced to an additional 6 months in prison, ordered to be served concurrently with his sentence in the first case.
Probation and Bond Hearings Scheduled for Late June
Three other individuals had their cases updated, with future court dates locked into the June docket:
- David S. Otterbacher, 43, of Stoutsville, Ohio (2025CR0056), appeared on a Violation of Probation charge. A denial was entered, and a formal Violation of Probation hearing has been scheduled for June 17, 2026.
- Aaron Spires, 46, of Circleville, Ohio (2025CR0091), admitted to a Violation of Probation. Spires was ordered to serve 60 days in the Pickaway County Jail (PCJ), with an expected release date on or about July 19, 2026. Upon release, he will return to Community Control with 100 days remaining on a 6-month sentence.
- Buck Jessee, 44, of Mt. Sterling, Ohio (2025CR0136), appeared before the judge following a Bond Forfeiture. As a condition of his status, Jessee is required to utilize a SCRAM alcohol monitor at his own expense. The court ruled that he will remain in custody at the Pickaway County Jail until the monitoring device is provided. A plea hearing for Jessee has been set for June 24, 2026.
