
CIRCLEVILLE, Ohio — A proposed mixed-use residential development that could bring more than 1,200 new homes to the Circleville area has taken its first major step forward after receiving approval from the Circleville City/Township Joint Planning and Zoning Board.
The board approved the annexation of 369.62 acres in Circleville Township for the proposed Scioto Preserve development, which is planned along North Court Street and Bell Station Road.
The recommendation now moves to Circleville City Council, where the annexation and development proposal are expected to be discussed next month.

According to preliminary plans, Scioto Preserve will be constructed over several years in multiple phases and include a mix of housing options.
Phase One will feature both multi-family apartments and single-family homes. The apartment complex is planned adjacent to the recently opened Gravity Adventure Park on North Court Street.
Phases Two and Three would expand the development with additional single-family neighborhoods. In total, the project is expected to add more than 1,200 residential units to the area, making it one of the largest housing developments ever proposed in Pickaway County.
With that growth in mind, engineers are already conducting a traffic impact study to evaluate how the development will affect traffic along the North Court Street corridor and the U.S. Route 23 interchange, one of the busiest intersections in the county.
The study will help determine what roadway improvements, if any, may be necessary before construction moves forward.
If ultimately approved by City Council, Scioto Preserve would significantly expand housing opportunities in Circleville while supporting continued residential and commercial growth on the city’s north side.
The project is expected to be presented to Circleville City Council next month for further review and consideration.
