Chillicothe Police Blotter: Hit-and-Run, Homeless Camp Arrest, and Multiple Warrants Mark Busy Monday

CHILLICOTHE, OH — Monday, April 13, proved to be a high-volume day for the Chillicothe Police Department, as officers navigated a series of crashes, neighbor disputes, and a significant arrest at a local homeless encampment.

Hit-and-Run and Traffic Incidents
Traffic safety was a major focus throughout the day, starting with a reported hit-skip (hit-and-run) accident near the intersection of East Main and Bridge Streets at 4:12 PM. An officer was flagged down by a witness immediately following the incident; the investigation into the fleeing vehicle is ongoing.

This was one of several vehicle-related calls:

Car Wash Collision: Officers responded to Tsunami Express Carwash on East Main Street at 3:11 PM for a crash involving a failure to yield.

Additional Crash: Another accident was reported later in the evening at the intersection of North Bridge and East Main Streets.

Prohibited Vehicles: Early Monday morning, a traffic stop was conducted on Arch Street for toy vehicles being operated illegally on the roadway.

Homeless Camp Arrest and Warrant Services
Late Monday afternoon, officers were dispatched to the rear of the Rent-To-Own on North Bridge Street following reports of a large homeless encampment. During the sweep, police encountered Paul Vanhorn, who was found to have an active warrant out of Highland County. Vanhorn was arrested and transported to the Ross County Jail (RCJ) to await extradition.

Other warrant activity included:

Municipal Court: Officers served two failure-to-appear warrants at the Chillicothe Municipal Court.

Liberty Street: A wanted person was located and processed after a dispatch to the 600 block of Liberty Street.

Agency Assist: Police assisted Children Services on East 4th Street, leading to a warrant-related investigation.

Neighbor Disputes and Trespassing
The department also handled several calls regarding disorderly conduct and property issues:

Sherman Park: Officers responded to a neighbor dispute at 1:27 PM involving offensive gestures and noise.

South Paint Street: A male and female were reported fighting or threatening one another outside a residence just after noon.

Criminal Trespass: Trespassing complaints were filed at Sommer’s Body Shop on Park Street and involving a juvenile on East 2nd Street.
