CHILLICOTHE, Ohio — A Chillicothe man was arrested late Sunday after police responded to a disorderly complaint and reported finding broken glass, a trail of blood and an intoxicated man who allegedly became combative with officers and jail staff.
According to the Chillicothe Police Department report, officers were dispatched around 11:15 p.m. Sept. 20 to the 200 block of West Second Street after a caller reported that an intoxicated male was inside a residence and destroying property.
Upon arrival, officers encountered Cody A. Liebe, who police said walked inside the residence after seeing officers arrive. With permission from the homeowner and complainant, Ceirra Lashea Kidder, officers entered the home.
Police said Kidder told officers Liebe had exited through the rear door and was in the backyard.
As officers moved toward the rear of the residence, they reported finding broken glass on the floor from what appeared to be a smashed vase, along with a faint trail of blood leading toward the rear door.
According to the report, Liebe then re-entered the residence through the rear door. Police said he was walking with his left hand underneath his shirt as though he were concealing an object.
An officer detained Liebe, citing his apparent intoxication and concerns that he could become physically confrontational.
Police said Liebe argued with officers after being detained and made a threat toward them, stating he would have “beat our asses” if he had not been handcuffed.
Officers reported detecting a strong odor of an alcoholic beverage coming from Liebe and said he had slurred speech.
Liebe was placed in a marked police cruiser while officers spoke with Kidder. Police asked whether she was willing to take responsibility for Liebe for the remainder of the night because of his level of intoxication. According to the report, she declined.
Police then informed Liebe that he was under arrest for disorderly intoxication and would be placed on an eight-hour hold at the Ross County Jail for his safety and the safety of others.
The report states that Liebe continued to argue with jail staff after arriving at the jail and elbowed a jail guard during the booking search. Because of his continued behavior, jail staff placed him in a restrictive chair, according to police.
Liebe was issued summons No. 12978 for disorderly conduct — intoxication under ORC 2917.11(B)(2). Police said he was unable to sign the summons because of his behavior but was provided a copy and informed that his court date was scheduled for 9 a.m. Oct. 2, 2026.
Liebe remained in the custody of the Ross County Jail, according to the report.
An arrest or charge is an allegation, and the defendant is presumed innocent unless proven guilty in court.
