
RUTLAND, OH – May 6, 2025 — The Meigs County Sheriff’s Office has announced an arrest in the suspicious death of Rosanna Kinsinger, 28, of Pomeroy, nearly two months after her body was discovered on Dye Road in Rutland Township.
According to Sheriff Scott Fitch, deputies responded to the scene on Thursday, March 13, 2025, after receiving reports of a suspicious death. The Meigs County Coroner’s Office joined the investigation, and Kinsinger’s body was transported to the Montgomery County Coroner’s Office for autopsy. While initial results were inconclusive, the death was treated as suspicious from the outset.
Since then, Meigs County detectives have executed search warrants, collected and analyzed evidence, and conducted numerous interviews as they followed up on leads and community tips. Their efforts ultimately led to the identification of Samuel Hochstetler as a person of interest.
On Monday, May 5, detectives detained Hochstetler and brought him in for questioning. Following the interview, he was arrested and charged with the murder of Rosanna Kinsinger. Hochstetler is currently being held at the Gallia County Jail and is expected to be arraigned later today.
“This case was such a tragedy to those who knew Rosanna. She was a beloved individual in her community,” said Sheriff Fitch. “Detectives have worked around the clock searching for answers and were able to get those answers. Hopefully this investigation helps bring some closure to the victim’s family, and on behalf of the Sheriff’s Office, we offer our deepest condolences.”
The investigation is ongoing, and officials have not released further details regarding motive or evidence leading to the arrest.
