Chillicothe — Streets in Yoctangee Park will now have a universal speed limit of 10 miles an hour – as soon as the signs go up. Council passed an ordinance to enact that last night.

Chillicothe Council passed the ordinance on third reading on October 26th, 2026. It applies to all streets in all city parks, but Yoctangee is pretty much the only park with meaningful streets inside it.

Safety Services chair Julie Preston said the legislation was requested by Mayor Luke Feeney and Safety Service Director Jeff Carman with renovations of Yoctangee almost completed. Those includes cutting off the street past Memorial Armory, and making the lakeside road two-way.

Preston said this applies only to streets, and not the recreational trail – she said speeding cyclists and scooter riders are another discussion.

The legislation had emergency language, so it takes effect immediately – but speed limit signs must be posted first.

Mayor Feeney also reminded the public that the ribbon cutting for renovated Yoctangee Park will be on Friday, November 6th – and council president Kevin Shoemaker also announced that council sessions will move to the old armory starting with the next one, November 9th.

Preston explains the new limit on Yoctangee Streets.
Re/construction in Yoctangee Park is wel underway on September 21st.
