CHILLICOTHE, Ohio — A local man was taken into custody Monday night after police responded to a welfare check in the 1000 block of Columbus Street.
Officers with the Chillicothe Police Department were dispatched to 1049 Columbus St. around 10:07 p.m. following reports of a male acting erratically in front of one of the complex’s buildings.
Upon entering the building’s courtyard, responding Officer Jonathan Davis located the individual, identified as Kirk Evans, sitting on the ground. According to police reports, Evans was muttering that “everyone was out to get him” and struggled to put on his shoe due to severe jitters and compulsive movements.
Officers noted that Evans was sweating profusely, to the extent that his clothing was visibly soaked, and was continuously bouncing between his feet while making involuntary hand and leg movements.
During a consensual search of Evans’ pockets, officers recovered a short green plastic straw and a folded piece of aluminum foil containing both burnt and unburnt residue. Police noted the items are commonly associated with illicit drug use.
When questioned about the items, Evans initially claimed the residue was related to marijuana use. Given his physical symptoms and the evidence collected at the scene, officers advised Evans he was exhibiting signs of amphetamine intoxication.
After being permitted to get a drink of water from a nearby fountain, Evans was taken into custody without incident.
Evans was transported to the Ross County Jail, where he was issued a summons for disorderly intoxication and booked on charges related to drug paraphernalia. He remains in the custody of jail staff, and the seized paraphernalia was submitted into evidence.
