
COLUMBUS, Ohio — A new initiative aimed at boosting statewide travel is one step closer to reality after the Ohio House passed legislation to create a first-of-its-kind tourism pass.
House Bill 732, which officially establishes the “Ohio, The Heart of It All Pass” Program, received strong backing from lawmakers, including State Representative Justin Pizzulli (R-Scioto County). The program will be administered by TourismOhio and will offer special access to participating attractions, activities, and destinations across the Buckeye State.
“Ohio is so diverse and has something for everyone—residents and visitors alike,” Pizzulli said following the vote. “I hope this pass incentivizes us to get out, explore, and experience all that Ohio has to offer.”
Free Perks for Residents
Under the newly passed legislation, the promotional pass will be rolled out in two phases:
- 2026 Launch: The pass will be offered as a free gift to Ohio residents, with its validity extending through 2027.
- 2027 and Beyond: The pass will transition to a paid model for both visitors and residents, with pricing determined by TourismOhio. However, Ohio residents will continue to receive a discounted rate.
Local businesses, historical landmarks, and entertainment venues that apply and are approved by TourismOhio will serve as participating partners. These destinations will offer pass holders unique experiences, promotional gifts, and exclusive discounts.
Funding and Transparency
Beyond creating the pass, House Bill 732 establishes the “Ohio, The Heart of It All Pass Fund” within the state treasury.
Revenue generated from future pass sales, along with private gifts and grants, will be funneled directly into this fund. TourismOhio will utilize the money to administer the program and market Ohio tourism nationwide. State officials noted that the dedicated fund is structured to ensure strict transparency and financial accountability.

Having successfully cleared the Ohio House, House Bill 732 now heads to the Ohio Senate for committee assignment and further consideration.
