
CHILLICOTHE — A massive collaborative effort between local, state, and federal authorities has dealt a significant blow to drug trafficking in Ross County. As part of the ongoing Appalachia Overwatch initiative, law enforcement successfully executed a high-stakes traffic stop and a subsequent residential search warrant, removing nearly $20,000 worth of lethal narcotics and an illegal firearm from the streets.

High-Stakes Traffic Stop: Fentanyl and Drum-Magazine Handgun
The operation reached a critical point when the Ross County Sheriff’s Office, the Ohio State Highway Patrol, and the U.S. 23 Major Crimes Task Force initiated a targeted traffic stop on Joe Spencer, 45, of Chillicothe.
During the stop, a Sheriff’s K-9 unit alerted officers to the presence of drugs. A search of Spencer and his vehicle revealed a staggering haul of illegal contraband:
- Suspected Fentanyl: Approximately 1.5 ounces discovered during a pat-down.
- Suspected Cocaine: Approximately 4 ounces found hidden inside a concealed magnetic box.
- Illegal Weaponry: A handgun equipped with a high-capacity drum magazine.
Spencer was immediately taken into custody and is currently being held at the Ross County Jail on a $500,000 bond. He faces several felony charges, including narcotics possession and having weapons while under disability. In a related move, the Adult Parole Authority also took Larry Perry into custody as part of the broader investigation.

South Bridge Street Raid: 34 Grams of Cocaine Seized
Building on the momentum of Spencer’s arrest, the U.S. 23 Major Crimes Task Force executed a strategic search warrant at 3168 South Bridge Street (Lot 5).
During the raid, agents seized an additional 34 grams of suspected cocaine. The evidence has been sent to a crime laboratory for formal analysis. Authorities confirmed that once the results are returned, the case will be presented to the Ross County Prosecutor’s Office for grand jury indictment.
