The Ohio State Highway Patrol responded to the scene, where wet road conditions and hydroplaning were identified as contributing factors.

According to the official report, a 2011 red Honda Accord, driven by Clifford Ronnell Brown III, 26, of Chillicothe, Ohio, was traveling southbound on US-23 when it hydroplaned on the rain-slicked road.
