What is a 2A gun sanctuary county? It is a County that has adopted laws or resolutions to prohibit or impede the enforcement of certain gun control measures such as universal gun background checks, high capacity magazine bans, assault weapon bans, red flag laws, etc.
Federal laws supersede resolutions or local laws, so most 2a Gun resolutions are mostly put in place to show the views of the county or states within. This can be powerful to show law writers and people in elected positions what the view of the people exactly is.

RESOLUTION OF VINTON COUNTY
BOARD OF COMMISSIONERS
WHEREAS, Article 6 of the Constitution of the United States of America states “This Constitution, and the laws of the United States which shall be made in pursuance thereof; and all treaties made, or which shall be made, under the authority of the United States, shall be the supreme law of the land; and the judges in every state shall be bound thereby, anything in the constitution or laws of any State to the contrary notwithstanding”; and
WHEREAS, the Second Amendment of the United States Constitution reads “A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed”; and
WHEREAS, Article I, Section 1, of the Ohio Constitution provides “All men are, by nature, free and independent, and have certain inalienable rights, among which are those of enjoying and defending life and liberty, acquiring, possessing and protecting property, and seeking and obtaining happiness and safety”; and
WHEREAS, Article I, Section 2, of the Ohio Constitution reads “All political power is inherent in the people. Government is instituted for their equal protection and benefit, and they have the right to alter, reform, or abolish the same, whenever they may deem it necessary; and no special privileges or immunities shall ever be granted, that may not be altered, revoked, or repealed by the General Assembly”; and
WHEREAS, Article I, Section 4, of the Ohio Constitution reads “The people have the right to bear arms for their defense and security; but standing armies, in time of peace, are dangerous to liberty, and shall not be kept up; and the military shall be in strict subordination to the civil power”; and
WHEREAS, Ohio Revised Code Section 9.68 states that the right to keep and bear arms is a fundamental individual right that predates the United States Constitution and Ohio Constitution, and is a constitutionally protected right in every part of Ohio. The Ohio General Assembly has declared in this statute that it is proper for law-abiding people to protect themselves, their families, and others from intruders and attackers without fear of prosecution or civil action for acting in defense of themselves or others, and
WHEREAS, Article 15, Section 7 of the Ohio Constitution states: “Every person chosen or appointed to any office under this state, before entering upon the discharge of its duties, shall take an oath or affirmation, to support the Constitution of the United States, and of this state, and also an oath of office”; and
WHEREAS, County Commissioner William Wellman, County Commissioner Tim Eberts and County Commissioner Mark Fout have all taken such oath and believe it to be binding on them morally, ethically, and legally; and
WHEREAS, Vinton County was founded in 1850 and named for Samuel Finley Vinton, an Ohio Statesman and U.S. Congressman, known as the “Father of the Department of Interior.” As one of 32 counties in Appalachian Ohio, it is the least populous county in the state, has limited law enforcement and public safety resources, and has some of the most rugged and remote spots in the state, including portions of the Wayne National Forest. The right to keep and bear arms is particularly significant to citizens of Vinton County for historic, cultural, hunting, educational, sporting, tourism, recreational, financial, survival and self-defense purposes; and
WHEREAS, the Vinton County Commissioners fully affirm their support of the rights of law-abiding citizens to keep and bear arms and stand firm against any law or ordnance on any level of government to remove that right from any law-abiding citizen without due process; and
WHEREAS, the Vinton County Board of Commissioners is concerned about the passage of any legislation, agency rules, executive orders or opinions, or any court rulings containing language which could be interpreted as unconstitutionally infringing the rights of law abiding citizens to keep and bear arms; and
WHEREAS, the Vinton County Board of Commissioners believe the best way to prevent gun violence is to address the growing mental health crisis, hold those accountable who use a political agenda to disarm law abiding citizens, and the enforcement of already existing criminal laws that aim to stop violence and not to limit the inalienable rights of law-abiding citizens; and
WHEREAS, the citizens of Vinton County Ohio derive from economic benefit from lawful use of firearms, including hunting, recreation and shooting sports; and
NOW, THEREFORE, BE IT RESOLVED that the Board hereby expresses its intent to preserve, protect and defend the Second Amendment through any and all lawful means, in order to uphold the rights of the citizens of Vinton County, Ohio; and,
BE IT FURTHER RESOLVED by the Board of County Commissioners of Vinton County Ohio by the authority granted the Board by the laws of the State of Ohio and the people of Vinton County, Ohio to stand and defend their rights and liberties, which are guaranteed by the United States and Ohio Constitutions, we hereby declare this Resolution to be a Second Amendment Preservation Resolution and declare Vinton County Ohio to be a Second Amendment Sanctuary County; and
This Resolution shall take effect immediately upon its execution.
