Ross County – Man Arrested with Stolen Car After Police Chase

Ross County – Police arrested two people after an attempt to stop became a chase in Ross County on Monday

According to the Chillicothe Police Department, an officer was patrolling East Main street at the Pilot station when he ran a plate of a suspected car through LEADS. The tags of the vehicle came up expired, shortly afterward the officer attempted to perform a traffic stop after the vehicle left the parking lot.

In the report when attempting to stop the vehicle with lights, the vehicle first began to pull to the side of the roadway on US-23 in the area of US-35. The driver then decided to take off from the officer, driving at a high rate of speed. The vehicle then crossed the median and started traveling on US-23 Southbound where the vehicle took the Eastern Ave exit before stopping. The driver and passenger then complied with the officers.

The driver identified as Shannon Franklin stated that he had an active warrant and no driver’s
license that’s why he ran. Further inspection of the vehicle found that the vehicle was stolen out of Columbus and the man had a warrant out of Scioto County.

The passenger was identified as Michael Manns who was detained and searched, she was found to have needles and a baggie of Fentynal in her possession.

Shannon and Michaela were both transported to the Ross County Jail. While arriving at RCJ
Shannon was booked for Receiving Stolen Property, Failure to Comply with the Signal of a P.O., and
his warrant out of Scioto County, OH. Michaela was issued a summons for Drug Paraphernalia and will
appear in the Chillicothe Municipal Court on 12/11/23 at 0900 hrs.
