
CIRCLEVILLE, OH — Several felony cases moved forward Wednesday in Pickaway County Common Pleas Court as Judge Matthew H. Chafin accepted pleas, set future court dates, and ordered bond conditions in matters ranging from counterfeiting and theft to violent crimes.
According to the court docket dated January 7, 2026, Alan C. Jarrell, 44, currently incarcerated with the Ohio Department of Rehabilitation and Correction, pleaded guilty to a fourth-degree felony count of counterfeiting. He was sentenced to nine months in prison, with a presentence investigation waived. A related failure-to-appear charge was dismissed as part of the plea.
In a high-profile case, James C. Tackett, 52, of Lancaster, entered a not guilty plea to charges of murder, voluntary manslaughter, involuntary manslaughter, and assault connected to a deadly September incident in Ashville. The court continued his bond with strict conditions, including GPS monitoring, a nightly curfew, restrictions on travel outside Ohio, maintaining employment, and compliance with adult probation supervision. A pretrial hearing is scheduled for February 12, 2026.
Dominic J. Foor, 39, of Logan, pleaded guilty to select counts in a multi-count indictment involving sexual battery, importuning, and unlawful sexual conduct with a minor. Several charges were dismissed as part of the plea agreement, while others remain pending. His bond was revoked, and a presentence investigation was ordered.
Other notable cases include:
- Joseph P. Ferguson, 60, of Williamsport, charged with breaking and entering, theft from the elderly, and possession of criminal tools, with bond revoked and a judicial hearing set for January 12.
- James Jacob Kougher, 41, of Millersport, charged with fourth-degree felony grand theft, with a hearing scheduled for February 23.
- Alexander McGonigle, 35, of Columbus, charged with burglary and theft, was found not guilty by reason of insanity and ordered to undergo a mental health evaluation.
- Patricia M. Enyart, 40, of Circleville, pleaded no contest to swatting and tampering with evidence charges and was sentenced to a combined prison term totaling nearly five years.
- Dennis J. Gray, 56, of Columbus, and Charles J. Acker, 48, of Adelphi, both entered not guilty pleas in separate felony cases and were released on recognizance bonds with strict pretrial conditions.
Additional hearings and pretrials are scheduled throughout January and February as these cases continue through the court system.
