SCIOTO TOWNSHIP, Ohio — Four people were transported to the hospital Saturday afternoon following a head-on collision caused by a wrong-way driver on U.S. Route 23 in Ross County.
According to a traffic crash report from the Ohio State Highway Patrol, the incident occurred at approximately 12:51 p.m. on August 29, 2026, on US 23 near milepost 13 in Scioto Township, just south of Chillicothe.
Trooper Devin Bousquet reported that Jon A. Lowe, 62, of Chillicothe, was driving a gray 2014 GMC Sierra pickup truck the wrong way, traveling southeast in the northbound lanes of the divided highway. Lowe’s truck struck the front end of a northbound red 2017 Volkswagen Passat driven by Katrina L. Witherspoon-Duncan, 50, of Blythewood, South Carolina.
Both vehicles were traveling at an estimated speed of 60 mph in a 60 mph zone when the impact occurred.
Scioto Township EMS transported all four individuals involved to Adena Regional Medical Center in Chillicothe with suspected minor injuries:
- Jon A. Lowe, 62 (driver of the GMC Sierra)
- Katrina L. Witherspoon-Duncan, 50 (driver of the Volkswagen Passat)
- Angelique M. Rolon, 42, of Blythewood, SC (front-seat passenger)
- Trinity Parker, 12, of Blythewood, SC (rear-seat passenger)
State troopers cited Lowe for driving the wrong way on a one-way/divided highway under Ohio Revised Code section 4511.32. Police noted physical impairment was suspected as a contributing factor for Lowe, with blood test results currently pending.
Both vehicles sustained disabling damage and were towed from the scene by Sprouse Towing and Hills Towing. First responders cleared the roadway after approximately two and a half hours, fully reopening the lane to traffic by 3:02 p.m.
