Circleville Police Department Explains How Escapee was Captured So Quickly

On August 11, 2019 three inmates escaped from an Ohio Jail and two of the inmates were quickly captured and returned to jail. One inmate, Richard Clements Jr. of Circleville remained at large. On August 12, 2019 the United States Marshal Service requested the assistance of the Circleville Police Department and Circleville Municipal Court Probation Department, which are both sworn as Special Deputy Marshal’s with the United States Marshal Service Southern Ohio Fugitive Apprehension Strike TEAM (SOFAST) unit. It was discovered that Richard had family and friends in the Circleville area and that he may be in Circleville.


On August 12, 2019 information was received that Richard was currently at 140 York Street and he was there staying with a family member. The SOFAST unit responded to that address and after a short standoff the suspect was located inside and captured. Richard Clements Jr. was transported to the Pickaway County Jail without incident. The capture of this escaped inmate was a combined effort of the United States Marshal Service, Circleville Police Department, Circleville Municipal Court Probation Department, Ohio State Highway Patrol and The Pickaway County Sheriff’s Office. The Circleville Fire Department also assisted in being on standby in the area.
