
CIRCLEVILLE, OH — A Circleville man with a prior record of severe physical abuse is facing felony charges following a domestic dispute in early October.
Jeffrey M. Kennedy, 33, was arrested on the morning of October 4, 2026, after officers responded to a call regarding a domestic disturbance at an apartment on South Court Street. Following an on-scene investigation, officers booked Kennedy into the Pickaway County Jail on charges of strangulation (ORC 2903.18), assault (ORC 2903.13), and domestic violence (ORC 2919.25).
According to police incident reports, responding officers made contact with Kennedy and an adult victim inside the residence. Based on physical evidence observed at the scene and statements taken by responding officers, authorities placed Kennedy under arrest. The victim requested a temporary protection order following the incident and declined medical transport.
Previous History
This is not Kennedy’s first time facing violence-related felony charges in central Ohio.

In July 2011, Kennedy was arrested and held on a $200,000 bond after being charged with beating his 18-day-old infant son in an incident triggered when the baby would not take a bottle. Court records from that case detailed that the newborn suffered a fractured skull and brain bleeding, requiring emergency treatment at Nationwide Children’s Hospital.
Kennedy remains held at the Pickaway County Sheriff’s Office Jail awaiting further court proceedings.
All suspects are presumed innocent until proven guilty in a court of law.
