Circleville City Finance Committee to Discuss Raising City Income Tax Tonight

CIRCLEVILLE OHIO – As per the City of Circleville, at 6:00pm tonight, the City Finance Council will be discussing two proposals for raising the city income tax.

As per the information sent to the Scioto Post, the two following ordinances are being proposed:

  1. An Ordinance Amending Section 191.01,191.03, 191.07, 191.16,192.03 And 192.04 Of The Codified Ordinances Of The City Of Circleville So As To Increase The City Income Tax Rate From The Current Rate Of Two Percent (2.0%) To A Rate of Two And One-Half Percent (2.50%) To Become Effective January 1, 2020 with the Entire One Half Percent (½%)  Increase To Be Allocated For The Purpose Of Operating And Maintaining The Safety Forces In The City Of Circleville; To Direct The Pickaway County Board Of Elections To Submit This Ordinance To The Electors Of The City And Declaring An Emergency.

 

  1. Resolution To Submit To The Electors At A General Election To Be Held On November 5, 2019, And Ordinance To Increase The City Income Tax Rates From The Current Rate Of Two Percent (2%) To A Rate of Two And One-Half Percent (2.5%) To Become Effective January 1,202 by Allocating the Entire One-Half (.5%) Increase For The Purpose Of Operating The Maintain The Safety Forces For The City Of Circleville To Direct The Pickaway County Board Of Elections To Submit The Tax Ordinance To The Electors Of The City, And Declaring An Emergency.

  2. An Ordinance Authorizing The Municipal  Court Judge Or Chief Probation Officer To Apply For And Accept A FY 20/21 State Of Ohio Department Of Re-Habilitation And Corrections Justice Reinvestment And Incentive Grant And Declaring An Emergency.
  3. A Resolution Authorizing The Pickaway County Visitor’s Bureau/ Attract Tourism Foundation To Use The 100 Block Of North Court Street For Their Events In 2019 And Declaring An Emergency.

  • Nasandra Wright, MPH, RS Health Commissioner, progress update with some of the initiatives that the Health Department is currently doing in the community.

STATUS OF ORDINANCES AND OTHER INITIATIVES

 

  1. ZONING TEXT AMENDMENT (2017 Council Goal) – Amendments establishing a Board of Zoning Appeals, instituting planning as duty of the Planning and Zoning Commission, and miscellaneous other changes, recommended by the Long Range and Strategic Planning and Judicial Committees of Council, reviewed by Planning and Zoning Commission, currently under consideration by the Committee of the Whole. Awaiting council deliberation and decision on developing an ordinance to approve, revise, or reject the recommendation of the Planning and Zoning Commission.
  1. DOWNTOWN REDEVELOPMENT DISTRICT – Recommended drafting an ordinance and economic development plan for a second downtown redevelopment district to be located in commercial and mixed use areas with historic buildings in downtown Circleville. Referred to law director; discussed mapping Nov. 3, 2017.
  1. PARKS AND RECREATION – Council authorized the Mayor to Negotiate with City Schools to Acquire the Corwin Street Field for future park use, Adopted March 7. 2017.
  1. VACANT PROPERTIES – An Ordinance Establishing a Vacant Building Enforcement Program and Providing Rules and Regulations for the Registration of Vacant Property within the City of Circleville. Recommended Nov. 1, 2017, Adopted November 7, 2017. Ordinance No. 11-56-2017.
  1. PLANNING AND ZONING POSITION – An Ordinance Amending Section 1111.02(a) of the Codified Ordinance of the City of Circleville relating to the Appointment of the Position of Zoning Inspector and Establishing Compensation therefore. Recommended Nov. 1, 2017. Adopted Nov. 7. Ordinance 11-57-2017.
  1. DEMOLITION DELAY ORDINANCE – Recommended legislation to better protect historic buildings, city economy and city tax revenue. Referred to law director to draft an ordinance on November 20, 2017, and again, with the support of other members of council, on October 2, 2018.

2019 Issues and Priorities

Item 2d.  The Long-Range and Strategic Planning Committee will facilitate discussions about Ted Lewis Park and the organized sports park to clarify development schedules and financing plans.  The committee will meet with Tom Davis as a person with critical information about these developments.
