
As Flock Safety license plate reader cameras continue to spread across Ohio, two central Ohio communities are taking dramatically different approaches amid growing public debate over the technology.
In the Village of Hebron, police are repairing vandalized cameras and promising to hold those responsible accountable. Meanwhile, just over an hour away, the Knox County Sheriff’s Office has announced it will not move forward with installing Flock cameras after listening to concerns from residents.
The contrasting decisions highlight the ongoing debate surrounding automated license plate reader technology, balancing crime-fighting capabilities with community concerns over privacy, government surveillance, and public trust.
Hebron: “We Will Not Be Intimidated”
Hebron Police Chief Tyler Welsh said multiple Flock Safety cameras throughout the village have been intentionally vandalized in recent days.
Calling the damage “disappointing” and “unacceptable,” Welsh said investigators are actively working to identify those responsible and pursue criminal charges.
According to the chief, the cameras have become an important investigative tool, helping officers:
- Solve criminal investigations
- Identify suspect vehicles
- Recover stolen property
- Locate missing persons
- Develop investigative leads
Welsh emphasized that the cameras are not designed for general surveillance but are intended to improve public safety.
The department also pointed to Flock’s transparency portal, noting every search is logged and audited, and only authorized personnel have access to the system.
“We will not allow criminal acts to dictate how we protect this community,” Welsh said, adding that damaged cameras will be repaired and returned to service.
Knox County: Community Feedback Leads to Different Decision
In contrast, the Knox County Sheriff’s Office announced it has decided not to pursue funding or implement Flock camera technology at this time.
Sheriff Daniel Weckesser said the decision followed months of reviewing the technology, evaluating deployment costs, and considering feedback from county residents.
While acknowledging that Flock cameras have proven valuable in many communities by helping locate stolen vehicles, identify suspects, and find missing persons, the sheriff concluded implementation is not the right choice for Knox County at this time.
Instead, the office said it will continue evaluating other investigative technologies while maintaining transparency and strong partnerships with the community.
Growing Debate Across Ohio
Flock Safety cameras have become increasingly common across Ohio as police agencies look for new tools to combat vehicle theft, violent crime, and locate missing persons.
The cameras automatically capture license plate numbers, vehicle descriptions, and other identifying information. They do not record continuous video or issue speeding tickets but instead create searchable records that investigators can use during criminal investigations.
Supporters argue the technology has become one of law enforcement’s most effective investigative tools, helping solve crimes more quickly and recover stolen vehicles.
Critics, however, have raised concerns about privacy, long-term data retention, government surveillance, and oversight. Those concerns have fueled public meetings, policy debates, and in some cases, acts of vandalism targeting the cameras.
Two Communities, Two Responses
The differing approaches in Hebron and Knox County illustrate how Ohio communities continue to grapple with balancing public safety and civil liberties.
In Hebron, officials remain committed to expanding and protecting the technology despite recent vandalism, arguing the cameras make the community safer.
In Knox County, officials reached the opposite conclusion—for now—determining that community concerns outweighed the benefits of implementation.
As more Ohio cities and counties consider adopting automated license plate reader systems, the experiences of Hebron and Knox County demonstrate that there is no statewide consensus on how, or whether, the technology should be used.
