
CHILLICOTHE, OH — The Chillicothe Police Department stayed active on Friday, April 17, 2026, handling a series of traffic enforcement details, warrant services, and various community complaints ranging from trespassing to theft.
According to the Daily Media Report, officers responded to 12 incidents throughout the day.

Traffic Enforcement Surge
Officers focused heavily on speed enforcement during the morning hours, particularly along West 5th Street. Between 9:30 a.m. and 10:30 a.m., four separate traffic stops were conducted in the areas of Hidden Point, Devon Road, and University Drive. This targeted enforcement highlights the department’s ongoing efforts to maintain safety in residential and school-adjacent zones.
Warrants and Open Containers
At approximately 4:19 p.m., an officer served two warrants to Troy Brown at the Ross County Jail. Brown had been brought in by municipal court probation. The warrants included a capias for a probation violation stemming from an original OVI charge and a bench warrant for failing to serve three required days in jail. Brown will remain in custody until those days are completed.
Later in the afternoon, at 4:49 p.m., units were dispatched to the 300 block of East 2nd Street to investigate a report of a male subject with an open liquor container in public. That investigation remains ongoing.
Property Crimes and Trespassing
The early evening hours saw a spike in calls related to property and business disturbances:
- Theft at Papa Johns: Officers responded to the Papa Johns Pizza on North High Street at 5:54 p.m. regarding a theft. Details on what was taken were not immediately released, and the investigation continues.
- Buckeye Street Trespass: A formal report was taken following a trespassing complaint on Buckeye Street just before 6:00 p.m.
- Suspicious Person at Walmart: While officers were on-site at the River Trace Lane Walmart for an unrelated matter, they were flagged down regarding a suspicious person on the property.
“Hit Skip” Mystery
At 7:34 p.m., police met with Michael Osborne at Walmart to investigate a reported hit-and-run (hit-skip) involving his truck. Osborne noticed fresh damage to his passenger-side rear bumper and fender.
However, after a thorough review of Walmart’s security footage, officers confirmed the incident did not occur in the store’s parking lot. Investigators noted that dirt covering the impact area suggested the crash likely happened prior to Friday. Osborne informed police the vehicle had been parked for two weeks and had only been driven in the downtown area near Paint and 2nd Street earlier that day.
