Chinese National Pedophile Taken Down by Local Circleville Tip

CLEVELAND, Ohio — A major federal investigation that began with a Circleville Police Department operation has culminated in a 13-year prison sentence for a Chinese national living in Northeast Ohio.

Tong Chen, 59, of Hudson, was sentenced Tuesday to 160 months in federal prison followed by 15 years of supervised release. The case highlights the reach of local law enforcement in Pickaway County, whose digital savvy triggered a massive FBI takedown.


The Circleville Connection

While Chen lived over 130 miles away in Summit County, his downfall began in the hands of a Circleville Police detective.

Working online in May 2024, the Circleville detective made contact with an online user sharing illegal files. The suspect—later identified as Chen—shared child sexual abuse material (CSAM) directly with the undercover officer. Recognizing the severity of the content, the Circleville Police Department immediately contacted the FBI Cleveland Division, providing the digital breadcrumbs that led straight to Chen’s front door.

A Decade of Abuse Uncovered

Following the lead from Circleville, federal agents executed a search warrant at Chen’s Hudson residence in July 2024. The forensic analysis of his computer and external hard drives was staggering:

  • 5,400+ Images and Videos: Investigators found an massive library of sadistic and masochistic content, including footage of infants and toddlers.
  • 12 Years of Activity: Forensic evidence determined that Chen had been viewing and distributing this material for over a decade.
  • Distribution Software: Chen utilized specialized software designed to download and share the explicit content with other users globally.

The Sentence

U.S. District Judge Christopher A. Boyko ordered Chen to pay $67,500 in restitution in addition to his 13-year prison term. Because of his status as a Chinese national, Chen also faces deportation from the United States immediately upon completing his sentence.

“This case is a testament to the vigilance of local departments like Circleville,” federal authorities noted, citing the partnership under Project Safe Childhood, a national initiative to combat online exploitation.
