
CIRCLEVILLE, Ohio — The Pickaway County Common Pleas Court, presided over by Judge Matthew H. Chafin, heard a full docket of felony cases Wednesday, February 11, 2026, ranging from probation violations to serious violent offenses.
Several defendants appeared on violations of probation. Nicholas Tincher, 40, admitted to violating probation terms in two separate cases and will continue on community control with strict conditions, including completion of the STAR program, curfew restrictions, employment requirements, and compliance with Adult Probation supervision.
Harvey C. Horn, 46, had his bond revoked for failure to appear and a probation violation. He is being held, with an active felony case pending in Franklin County.
In one of the more serious cases of the day, Ryan A. Conrad II, 21, facing charges including rape, unlawful sexual conduct with a minor, gross sexual imposition, and importuning, rejected a Not Guilty by Reason of Insanity (NGRI) evaluation. Bond was set at $100,000, with a jury trial scheduled for April 9, 2026.
Drug-related cases made up a significant portion of the docket:
- Virgil H. Keaton Jr., 44, pleaded guilty to attempted aggravated possession of drugs and possession charges. He was sentenced to three years of community control and ordered to complete Drug Court.
- Tiara S. Thomas, 29, pleaded guilty to an amended charge of attempted possession of a fentanyl-related compound. Bond was ordered and a pre-sentence investigation scheduled.
- Terrence Lee Jarrells, 52, pleaded guilty to aggravated possession of drugs and illegal conveyance of drugs onto detention facility grounds. He was sentenced to 18 months in prison, consecutive to a current prison term.
- Jennifer E. Robinette, 44, pleaded guilty to receiving stolen property and was sentenced to three years of community control and ordered to pay more than $4,200 in restitution.
Other notable cases included:
- Tashan A. Smith, 29, charged with kidnapping, strangulation, and aggravated menacing. Bond was set at $100,000 with GPS monitoring and no-contact orders in place.
- Shane M. Metcalf, 53, of Amanda, was found guilty on multiple charges, including marijuana trafficking and gross sexual imposition. He received community control sanctions and jail time, along with strict supervision conditions.
- Tracy A. Metcalf, 51, charged with theft from the elderly, had bond revoked. A pre-sentence investigation was ordered with sentencing set for April 8, 2026.
The court will continue to address pending felony matters in the coming weeks.
