CHILLICOTHE, Ohio — A woman was arrested for operating a vehicle under the influence after officers stopped a reported reckless driver entering the city from State Route 772, according to a Chillicothe Police Department report.

Officers were dispatched around 7:53 p.m. on December 20, 2025, to the area of South Paint Street and East Eighth Street following multiple calls about a vehicle swerving and driving erratically. One caller, Hannah Benson, reported seeing the vehicle leave the roadway and enter a ditch while traveling on State Route 772. Another caller, Xavier Hardesty, told police the same vehicle was swerving across the roadway.

An officer located the vehicle traveling northbound on South Paint Street and observed fresh damage to the front left side, consistent with the callers’ reports. Based on the information from witnesses and the observed damage, an impaired driver traffic stop was conducted near North Paint Street and East Second Street.

The driver was identified as Winnie Jordan. While speaking with her, the officer noted slurred speech, watery and glassy eyes, and that Jordan referred to the officer as “ma’am” during the conversation. Jordan initially denied drinking alcohol, but as she exited the vehicle, the officer observed an open can of Mike’s Hard Lemonade in the driver’s door, along with the odor of alcohol coming from her person.

Jordan later admitted to consuming alcohol and agreed to complete standardized field sobriety tests. According to the report, she showed multiple clues of impairment during the horizontal gaze nystagmus test, struggled to maintain balance during the walk-and-turn test, and was unable to complete the one-leg stand without repeatedly putting her foot down for balance.

Based on those observations, Jordan was placed under arrest for OVI. An inventory of the vehicle revealed two open containers of Mike’s Hard Lemonade, which were photographed and destroyed. The vehicle was impounded by a towing company.

Jordan consented to a breath test at the Ohio State Highway Patrol’s Ross County post, where she registered a blood alcohol concentration of .095. She was later booked into the Ross County Jail on charges of OVI based on observations and breath test results.
