DeWine Signs Bill Creating Statewide Escaped Convict Alert System

Ohio Governor Mike DeWine has signed House Bill 23, establishing a new statewide alert system designed to quickly notify the public when a convicted inmate escapes custody. Known as the Escaped Convict Alert Program, the initiative aims to improve safety, strengthen communication among law enforcement agencies, and ensure Ohioans receive real-time information during potentially dangerous situations.

The alert system will function similarly to Ohio’s existing AMBER, Silver, and Blue Alert programs. When an escape occurs and authorities determine the individual poses a threat to the public, notifications will be broadcast through statewide media, highway signs, mobile alerts, and other emergency communication platforms.

Supporters of the bill say it fills a critical gap in Ohio’s emergency response framework. Rapid public notification, they argue, can significantly improve recapture efforts while giving residents the information they need to stay safe.

Gov. DeWine said the new program reinforces the state’s commitment to public safety and transparency across all levels of law enforcement.

House Bill 23 received bipartisan support and will be implemented through the Ohio Attorney General’s Office in coordination with state and local agencies.
