
CHILLICOTHE — The Chillicothe Police Department handled a series of incidents throughout the city on Thursday, October 23, 2025, ranging from disorderly conduct arrests to theft and trespassing complaints, according to the department’s daily media report.
The first incident occurred shortly after midnight when officers were dispatched to East Main Street near Crosskeys Bar, 19 E. Main St., for a vehicle crash involving a driver who reportedly failed to maintain control. The driver was cited for weaving and operating a vehicle while impaired (OVI).
About an hour later, at 1:28 a.m., officers made a warrant arrest on North Paint Street.
At 2:06 a.m., officers responded to the intersection of East Main and North Bridge streets for reports of a man who had fallen. Police found Jason J. Ryan sitting in the grass and determined he was under the influence of alcohol. Ryan was arrested for disorderly conduct and taken to the Ross County Jail, where he was held until sober.
Officers continued to respond to several disorderly conduct calls throughout the day:
- At 7:39 a.m., police investigated a disorderly conduct complaint on East Fourth Street.
- At 10:23 a.m., a domestic dispute was reported on West Main Street.
- At 12:26 p.m., officers were called to the 200 block of East Fifth Street for another domestic disturbance.
In addition, a theft was reported at 639 East Water Street around 1:07 p.m.
Around 1:49 p.m., police cited Richard Kirk for disorderly conduct and criminal trespass after he was found on Chillicothe City School District property. Kirk was formally trespassed from all district grounds as the investigation continues.
Later in the day, officers were dispatched to:
- 1049 Columbus Street at 2:32 p.m. for a trespass complaint (non-criminal in nature).
- 222 East Main Street around 3:14 p.m. for property damage involving disorderly conduct and criminal mischief.
- 736 Madison Avenue at 6:49 p.m. for another criminal trespass report.
The Chillicothe Police Department logged a total of 12 reports during the 24-hour period. Several cases remain under investigation.
