
Ross County’s Green Township — The City of Chillicothe is working with a township to the north to support economic development along US 23 across from the hospital, on a parcel that has been announced as the Cohen medical development since at least 2023.
Councilman Dan Demint saw his resolution for a contract between the city and Green Township get its first reading in the September 22nd, 2025 council session…but he says it may be passed at its next reading.
Demint explained that the “Joint Economic Development District” (JEDD) agreement will allow the two governments to share tax revenue and other benefits from the planned development across US 23 from Adena Regional Medical Center.

In a common alternative to traditional development and annexation, Demint said Chillicothe is working on getting 5% of the gross tax revenue and 12.5% of the net tax revenue from the development.
He said the city is running utilities out to the parcel: water and sewer. The city will also be responsible for collecting and distributing the funds.
Demint said the biggest benefit of the JEDD will be job creation – since the area will be hot for development with Columbus coming south, and the area so close to Bridge Street, the JEDD is best way to take advantage.

The “JEDD Contract Between Green Township and City of Chillicothe” that has been shared by council’s Development Committee mentions that the JEDD is restricted to “46.467+/- acres.” That is a parcel south of the Nier River Road Development’s new warehouse at 1110 River Road.
The “Cedar Bank Works,” one of more than two dozen Hopewell earthworks in Ross County, is north of that – though it is not a park or protected land. Other individual earthworks are said to be in the area south and east of it.
