Beulah Hazel “Boots” Brown, age 83, passed away peacefully on March 2, 2016, after a long illness. Her special niece, Terry Roese, was at her side.

Boots was a resident of Brown Memorial Home in Circleville. She was born Jan. 28, 1933, to the late Ray and Virgie (Skaggs) Neil in Nicholas County, West Virginia.

Beulah was retired from the West Virginia ABC Commission where she worked as an inventory clerk. She attended Fairview Baptist Church in Lockwood, West Virginia.

Beulah was preceded in death by her husband of 57 years, Percy Clyde Brown, in 2009; her parents, Ray and Virgie (Skaggs) Neil; and siblings, Virginia (Charles) Keenan, Rufus (Evelyn) Neil, Omar (Laura) Neil and Onor (James) Harford.

She is survived by nieces, Carolyn (Joseph) Burton of Orlando, Florida, and Terry (Bruce) Roese of Ashville; nephews, Joe B. (Esther) Harford of Maryland, James Keenan of Fayetteville, West Virginia, Michael (Melodie) Harford of Morehead, Kentucky, David Neil of Illinois, and Gary and Mark Neil of Tennessee; numerous other nieces and nephews, cousins, great-nieces and great-nephews.

The family would like to thank Brown Memorial Home and Berger Hospice for the excellent care they provided for Beulah.

At Boots’ request, she is being cremated, and her ashes and those of her husband will be interred together in the spring. There will be a graveside service.
