Washington County Man Convicted in 1995 Double Murder of Mother and Child

MARIETTA — A Washington County jury has convicted a Waterford man in the decades-old murders of a young mother and her 17-month-old son.

Scott Hickman, 53, was found guilty on four counts of aggravated murder and two counts of murder for the 1995 deaths of 28-year-old Kimberly Fulton and her son, Daniel.

The conviction follows a two-week trial and closes a nearly 30-year search for justice in a case that had long gone cold.

“These brutal murders went unsolved for three decades, leaving a family searching for answers and justice,” Ohio Attorney General Dave Yost said. “Thanks to the dogged work of detectives and prosecutors from multiple agencies – masterfully led by Senior Assistant Attorney General Dan Kasaris – this villain is finally behind bars.”

The case was revived in 2019, when cold-case detectives from the Washington County Sheriff’s Office and the Ohio Attorney General’s Bureau of Criminal Investigation reopened the investigation. That effort led to Hickman’s indictment in 2021.

Investigators determined the victims were killed before a fire was set inside their Palmer Township mobile home on March 5, 1995. Their remains were later exhumed and autopsied, providing critical evidence in the case.

Hickman is scheduled to be sentenced Oct. 14.

A second man, Johnny Ball of Marietta, was indicted in May 2024 on charges of perjury and obstructing justice in connection with the case. His trial is still pending.

The prosecution was led by the Attorney General’s Special Prosecutions Section.
