CIRCLEVILLE TOWNSHIP, OH — A distracted driver with no insurance caused a rear-end collision with a farm truck towing a horse trailer on U.S. Route 23 in Circleville Township, Pickaway County, on August 3, 2025, according to an Ohio State Highway Patrol (OSHP) crash report.

The incident occurred at 3:53 p.m. on US-23. Connor Logan Carr, 25, of Beaver, Ohio, was driving a 2015 Toyota Corolla northbound when he became distracted inside the vehicle. Carr’s car struck the rear of a 2020 Toyota Tundra pickup truck, driven by Thomas Eugene Vosick, 41, of Kimbolton, Ohio, which was towing a trailer carrying horses. The farm truck sustained minor damage, while Carr’s vehicle suffered disabling damage and was towed by A & L Towing.

The OSHP report confirmed that Carr lacked valid insurance at the time of the crash. He was cited for violating Ohio Revised Code 4511.21A, related to assured clear distance ahead. Both drivers were wearing shoulder and lap belts, and airbags deployed in Carr’s vehicle. No injuries were reported for either driver or the passenger in Vosick’s truck, and the horses in the trailer were unharmed but shaken up. All occupants were assessed by Pickaway Township Medic 201 but did not require transport to a medical facility.

The crash occurred in daylight under clear weather conditions on a dry, asphalt road with a posted speed limit of 60 mph. Carr was estimated to be traveling at 63 mph at the time of the collision. No alcohol or drugs were suspected, and tests for both returned negative results. The roadway was not closed, and the scene was cleared by 5:04 p.m. after a 91-minute investigation led by Trooper Seth Moody, with oversight by Officer David Chamberlin.

The Ohio State Highway Patrol continues to investigate the incident, emphasizing the dangers of distracted driving and the importance of maintaining valid insurance. For further information, contact the OSHP or visit their official channels.
