South Bloomfield Police Officer Resigns Amid Misconduct Investigation Between Ashville and Pickaway Sheriff Deputy

South Bloomfield, OH – Officer Morgan Wiseman of the South Bloomfield Police Department has formally resigned from her position following allegations of misconduct while on duty. Her resignation, effective October 17, 2025, comes after an internal investigation into her conduct, which revealed violations of multiple departmental policies.

The investigation was initiated on October 8, 2025, after a complaint was filed by Pickaway County deputy’s wife, who had found text messages from the officer on her husband’s phone during a hot tub situation and alleged that Officer Wiseman had been engaging in personal activities during her shift hours. Rubio claimed that Wiseman was meeting with her husband, Deputy Omar Rubio of the Pickaway County Sheriff’s Office, at a local South Bloomfield Sheetz gas station while in uniform and using a police vehicle. The complaint raised concerns about the misuse of public resources and departmental accountability.

Following the complaint, Officer Wiseman was interviewed by South Bloomfield Police Department officials on October 9, 2025. During the interview, Wiseman admitted to engaging in inappropriate conduct with Deputy Rubio while both were on duty. She disclosed that the two had kissed on multiple occasions during their shifts and had engaged in non-work-related sexting. Wiseman acknowledged that her actions were wrong and admitted that her personal issues had affected her professional performance.

In the report, South Bloomfield investigators had noted that she had poor performance of her duties that may have been related to these affairs.

The investigation also revealed that Wiseman had been involved in a separate relationship with Sgt. Jester of the Ashville Police Department, though she stated that their interactions, including “relations,” occurred off duty. Wiseman said she broke it off after posting Jester’s photo on a “are we dating the same guy?” A Facebook page where she said Jester’s girlfriend had seen it. She said that Jester, when confronted, told her that they were trying to, “work the relationship out,” that’s when Wiseman cut the relationship off.

Wiseman was placed on unpaid administrative leave on October 9, 2025, as the investigation continued.

The department determined that Wiseman’s actions violated several policies, including the Law Enforcement Code of Ethics, ethics guidelines, rules regarding relationships, performance standards, and conduct expectations. These violations were deemed to have compromised the integrity and trust of the department.

In a letter dated October 10, 2025, Chief of Police Michael Maynard offered Wiseman the option to voluntarily resign in lieu of termination. Wiseman submitted her resignation on October 11, 2025, expressing gratitude for the opportunities she had during her tenure and wishing the department well.

The South Bloomfield Police Department has emphasized its commitment to maintaining high standards of professionalism and accountability among its officers.
