Ross County Auditor Jeff Lehner has confirmed that the Ohio Department of Taxation has revised its property value increase recommendation for 2025, raising the aggregate residential valuation by 29%, not the previously anticipated 19%.
“This morning I was advised that the earlier guidance toward a +19% increase was issued in error,” said Lehner in a statement Friday. “The actual figure is +29%.”

The change could bring significant tax implications for homeowners across Ross County. According to Lehner, the newly updated valuation mirrors the state-mandated increase from 2022, which triggered up to 30% spikes in property tax bills for many residents in 2023. With no reforms to Ohio’s tax system implemented since, the county now faces a similar tax burden in the coming year.
“In short, we’re set for a repeat of the tax bill increases that took place in 2023,” Lehner warned.
The increase in property valuation could impose approximately $7.5 million in new, unvoted property taxes on local residents in 2025 — a substantial jump from the $6 million estimate based on the prior 19% projection.
