Joshua A. Ragland of Chillicothe

Ross County — The Ross County Grand Jury met on Friday, July 25th, 2025. From testimony in one of the cases, according to the Ross County Prosecutor’s Office:

On June 26th, a Highway Patrol Trooper pulled over a driver for a lane violation and for having very dark window tinting.

In a search of the vehicle, a knotted bag with a white rocky substance was found on the passenger floorboard. A black bag between Ragland’s feet contained another knotted bag with a white rocky substance and a clear bag with a crystalline substance.

The contents were determined to be 97.3882 grams of crack cocaine and 0.9698 of crystal meth. The amount of crack is far more than for personal consumption, so he was charged with trafficking.

For indictments on first-degree felony possession of cocaine and trafficking in cocaine, and fifth-degree felony aggravated possession of drugs, Ragland could get up to 12 years and $22,500 in fines.

The woman driver was not charged since there was no evidence she knew what was in the bags.
