Ross County Auditor Waives $450,000 in Real Estate Fees, Returning Funds to Local Schools and Townships

CHILLICOTHE, OH — Ross County Auditor Jeff Lehner announced this week that his office will waive approximately $450,000 in real estate fees as part of the second-half 2025 property tax levy distribution, directing more money into the budgets of local school districts, townships, and other public entities.

This marks the third year in a row Lehner has enacted the cut, bringing the total amount waived since he took office to nearly $1.5 million.

“With this action, we will have cut and returned nearly $1.5 million in excess fees from the Auditor’s real estate office budget since I took office,” Lehner said. “It’s part of how we’re working to produce a more efficient, responsive Ross County government.”

In Ohio, county auditors are responsible for calculating and distributing tax levy revenues proportionally based on millage rates. A portion of those funds is typically withheld to cover the operating costs of the Auditor’s real estate office. However, Lehner has opted to forgo those funds, stating there is no clear need to retain them.

While some have asked why the money isn’t returned directly to taxpayers, Lehner explained that state law mandates these funds must be returned to taxing authorities — such as school boards or township trustees — rather than individuals.

“This move is the best available alternative to allowing these funds to sit in the County’s account without a clear need,” Lehner said. “Money taxed beyond actual needs that sits too long is too often wasted on initiatives and pet projects nobody asked for. We’re doing what we can in the Auditor’s office to stand up for taxpayers; cutting these fees is part of that effort. If we don’t need it, we shouldn’t take it.”
