Police: Two Arrested on Drug and Child Endangerment Charges Near Yoctangee Park

CHILLICOTHE, OH — Two people were arrested Sunday afternoon after Chillicothe police say a man was seen attempting to conceal drugs while walking with a woman and a young child near Yoctangee Park.

According to police, officers were dispatched to the area of North Mulberry Street and East Water Street on October 12 after receiving reports of a man using drugs while caring for a child.

Upon arrival, officers observed Shawn Olvera and Johna Toney walking toward the park, with Toney pushing a stroller. Officers say Olvera appeared to hide something in his body as police approached. During a search, Olvera admitted to having pills in his pocket and later retrieved a syringe that officers said he had concealed.

Police say both Olvera and Toney showed signs of being under the influence of narcotics, including slurred speech and sweating, despite mild weather conditions. Officers also recovered suspected drugs and paraphernalia, including a syringe, a multicolored container, a straw, and pills.

An employee from the Old Canal Smoke House told police that Olvera had been using drugs in the restaurant bathroom and allegedly struck an employee after being confronted. The same employee said Toney left the child unattended in a stroller during the altercation.

Both suspects were charged with child endangering and possession of drug paraphernalia. Olvera also faces additional charges of tampering with evidence, obstructing, and possession of drug abuse instruments.

Police say the child, identified, was placed in the care of relatives. The case has been referred to Pike County Children Services for further investigation.
