Pickaway County Court Sees Mix of Pleas, Sentences, and Continuances on Busy September Docket

CIRCLEVILLE, Ohio – In a day marked by guilty pleas, probation revocations, and procedural hurdles, the Pickaway County Common Pleas Court under Judge Matthew H. Chafin handled a diverse array of felony cases on Wednesday, September 24, 2025.

The docket, which included charges ranging from drug possession to weapons violations and child endangerment, resulted in several sentences to the Ohio Department of Rehabilitation and Correction (ODRC), bond conditions, and future hearings for unresolved matters.

Among the resolved cases, Brian E. Mullins, 44, of Circleville, entered a guilty plea in case 2023CR0174 to two counts of drug possession: Possession of Cocaine (a fifth-degree felony) and Aggravated Possession of Drugs (also a fifth-degree felony). The first-degree felony charge of Having Weapons While Under Disability was dismissed. Mullins, who was held at the Pickaway County Jail, was ordered to undergo a Presentence Investigation (PSI) as part of his sentencing process.

In another drug-related matter, Tammie Renee Brown, 49, from Circleville, pleaded not guilty in case 2023CR0180 to Illegal Conveyance of Drugs of Abuse onto the Grounds of a Detention Facility (third-degree felony) and Aggravated Possession of Drugs (fifth-degree felony). Released on her own recognizance (OR) bond, Brown faces a pre-trial hearing on October 9, 2025, at 1:00 p.m. Court conditions prohibit drug and alcohol use, leaving the state, or approaching any jails or prisons.

Jaianna L. Jessie, 23, of Circleville, resolved case 2024CR0109 with guilty pleas to three counts of Receiving Stolen Property (all fifth-degree felonies). Granted OR bond, Jessie must submit to random drug screens, abstain from drugs and alcohol, and complete a PSI.

Trenton L. Hambrick, 40, from Circleville, received a straightforward sentence in case 2025CR0064 after pleading guilty to Failure to Comply with Order or Signal of a Police Officer (third-degree felony). He was handed an 18-month ODRC term, a 10-year driver’s license suspension, and ordered to pay court costs.

Not all cases reached resolution. Tammy L. Bartoe, 53, of Circleville, pleaded not guilty in case 2025CR0065 to the same Failure to Comply charge (third-degree felony) and was released on OR bond with a pre-trial set for October 9, 2025, at 1:00 p.m. Restrictions include no driving, no drug or alcohol use, and no leaving the state.

Kimberly A. Rowland, 55, from Circleville, saw her case 2025CR0089 continued for a competency evaluation by Netcare, stemming from a fourth-degree felony Grand Theft of a Motor Vehicle charge.

Jesse J. Day, 30, of Circleville, had case 2025CR0090 continued to a plea hearing on October 14, 2025, at 8:30 a.m. Day faces charges of Having Weapons While Under Disability (third-degree felony) and two misdemeanor counts of Endangering Children. His bond was revoked pending the hearing.

A notable revocation hearing involved Tilena K. Owsley, 45, from Circleville, in a Violation of Probation (VOP) for case 2022CR0235. Owsley admitted to the violation on charges of Aggravated Possession of Drugs (third-degree felony) and Operating a Motor Vehicle Under the Influence (misdemeanor). Judicial release was revoked, requiring her to serve the remainder of her prison term, with credit for 118 days at the STAR facility. Separately, in case 2025CR0046, an Escape charge (third-degree felony) against Owsley was dismissed.

Service issues plagued several new filings:

  • Paul L. Chestnut, 51, of Circleville, in case 2025CR0109 for Nonsupport of Dependents (fifth-degree felony).
  • Jacqueline Haller, 43, of Frankfort, in case 2025CR0110 for Failure to Comply (third-degree felony) and Aggravated Possession of Drugs (second-degree felony).
  • David K. Rhoden, 41, of Columbus, in case 2025CR0111 for Failure to Comply (third-degree felony).
    All were marked “No Service.”

Christopher O. Peterson, 32, currently at Mansfield Correctional Facility, pleaded guilty in case 2025CR0112 to Illegal Conveyance of Drugs onto Detention Grounds (third-degree felony), receiving a 12-month consecutive ODRC sentence. Two fifth-degree felony counts of Trafficking and Possession of Drugs were dismissed; no PSI was required.

Kelly Renee Hurt, 56, from New Holland, pleaded not guilty in case 2025CR0113 to Identity Fraud (fifth-degree felony), two misdemeanor OVI charges, and a minor misdemeanor for Driving Without a Valid License. Released on OR bond, her pre-trial is set for October 9, 2025, at 1:00 p.m., with no-driving, no-drug/alcohol, no-leaving-state orders, and no victim contact.

A capias warrant was issued for Samantha J. Harrison, 38, in case 2025CR0117 for Tampering with Evidence (third-degree felony). Similarly, Sanford L. Byrd Jr., 35, of Lancaster, faces a capias in case 2025CR0030 for Driving Under the Influence (third-degree felony).

In a sealing of records hearing, Jacob R. Hammon, 27, from Waverly, failed to appear in case 20021CR0201, resulting in denial.

Finally, Patricia M. Enyart, 40, of Circleville, had a motion to revoke bond denied in case 2025CR0016, where she faces multiple third- and fifth-degree felonies including Swatting, four counts of Tampering with Evidence, Making a Terroristic Threat, Making False Alarms, and Obstructing Official Business. A joint trial is set for October 21, 2025, with an order to stay away from Half Avenue.

The court’s actions reflect ongoing efforts to address substance abuse, public safety, and compliance in Pickaway County, with many defendants facing stringent bond conditions emphasizing rehabilitation and restriction.
