Pickaway County Court: Drug, Assault, Kidnapping, and Child Endangerment Cases Heard

CIRCLEVILLE – Judge Matthew H. Chafin presided over several serious criminal cases in Pickaway County Common Pleas Court on Wednesday, September 10, 2025. The docket included charges ranging from drug possession and domestic violence to kidnapping, assault, and child endangerment.

  • Mark Hess, 41, of Circleville (Pickaway County Jail) – Hess faces charges of illegal conveyance of drugs of abuse onto the grounds of a detention facility (F-3) and possession of drugs (F-4). His case was continued for jury trial on November 20 at 9 a.m.
  • Daniel D. Vangundy, 53, of Circleville (Pickaway County Jail) – Vangundy is charged with aggravated burglary (F-1), kidnapping (F-1), strangulation (F-3), and assault (M-1). He pled not guilty, and a pretrial hearing was set for October 9 at 1 p.m. Bond was set at $15,000 OR with conditions: no contact with the victim, no drugs or alcohol, and not to leave the state.
  • Daniel Delpesco, 39, of Circleville (Pickaway County Jail) – Delpesco was charged with assault (F-4), vandalism (F-4), and strangulation (F-5). He pled guilty and received a 24-month prison sentence with the Ohio Department of Rehabilitation and Correction (ODRC).
  • Joshua T. Adair, 39, of Circleville (Pickaway County Jail) – Adair appeared in two separate cases.
    • In case 2025CR0063, he pled guilty to domestic violence (F-4) and was sentenced to 18 months in ODRC, to run consecutive with his second case.
    • In case 2025CR0081, he pled guilty to felonious assault (F-2) and kidnapping (F-1). He was sentenced to two 18-month prison terms, consecutive to his first case. Other charges of kidnapping, domestic violence, and unlawful restraint were dismissed.
  • Jeremy D. Harding Jr., 28, of Circleville – Harding pled guilty to two counts of endangering children (F-3, M-1). His charges were amended to possession of drugs. He was sentenced to three years in the Intensive Local Control (ILC) program, with 18 months on each count to run consecutively if he violates terms. Conditions include no drugs or alcohol, curfew from 9 a.m. to 6 p.m., and compliance with all probation programs.
  • Brian L. Johnston, 49, of Circleville – Johnston pled guilty to an amended charge of attempted breaking and entering (M-1). He was released on OR bond with a pre-sentence investigation ordered and instructed to stay away from the victim.
  • Nicholas Tincher, 39, of Circleville – Tincher pled guilty to strangulation (F-5). His domestic violence and child endangerment charges were dismissed. He received a three-year community control sentence with 12 months suspended. He must follow treatment programs, wear an ankle monitor, pay fines, and have visitation with his children set by probation.
  • Clark G. Fout Jr., 57, of Circleville – Fout faces two counts of OVI (F-3). He pled not guilty, and a pretrial hearing was set for October 9 at 1 p.m. Conditions include no drugs or alcohol, no driving, no leaving the state, and random testing.
