Pickaway County Common Pleas Court: Multiple Felony Cases Addressed During December 17 Docket

CIRCLEVILLE, Ohio — Several felony cases were addressed Wednesday in Pickaway County Common Pleas Court before Judge Matthew H. Chafin, with rulings ranging from plea entries and bond conditions to trial dates being scheduled.

Among the cases heard was Ryan A. Conrad II, 21, who is currently housed at the Pickaway County Jail. Conrad faces multiple charges, including rape (F-1), unlawful sexual conduct with a minor (F-4), gross sexual imposition (F-4), and importuning (F-5). The court noted that competency has been restored following a medical report. Conrad’s trial was scheduled for January 15, 2026, and bond was set at $100,000, along with GPS monitoring.

Jennifer E. Robinette, 44, of Circleville, entered a guilty plea to receiving stolen property (F-4). The court ordered a pre-sentence investigation (PSI), with a PSI hearing scheduled for February 11, 2026.

Tracy A. Metcalfe, 51, also of Circleville, pleaded guilty to theft from the elderly (F-4). A PSI was ordered; however, the court issued a capias after Metcalfe failed to report for PSI paperwork. A hearing is set for February 11, 2026.

David K. Rhoden, 41, currently in the Pickaway County Jail, entered a not guilty plea to failure to comply with an order or signal of a police officer (F-3). His pretrial is scheduled for January 15, 2026. Rhoden was released on an own-recognizance bond with conditions including remaining in the state, a 9 a.m. to 6 p.m. curfew, maintaining employment, and pretrial monitoring through Adult Probation.

Virgil H. Keaton Jr., 44, also incarcerated at the Pickaway County Jail, faces multiple drug-related charges, including aggravated possession of drugs (F-3), possession of cocaine (F-5), and possession of drugs (F-5). Keaton waived speedy trial rights, remains in custody, and had bond changed from OR to $10,000, with additional conditions including no drugs or alcohol, curfew restrictions, and supervision by Adult Probation.

Johnny Palmer, 45, entered a not guilty plea to receiving stolen property (F-4). His pretrial was set for January 15, 2026, and he was released on OR bond with conditions including no contact with the victim, no drugs or alcohol, remaining in the state, a curfew, and probation monitoring.

Mark Hess, 42, currently held at Lebanon Correctional Institution, faces charges of illegal conveyance of drugs of abuse onto the grounds of a detention facility (F-3) and possession of drugs (F-4). His case was set for trial in January 2026.

All cases remain pending further court proceedings.
