
CIRCLEVILLE, OH — The Pickaway County Common Pleas Court, presided over by Judge Matthew Chafin, held hearings on Wednesday, June 11, 2025, for a number of individuals facing serious felony charges, with offenses spanning from child endangerment to rape, kidnapping, and strangulation.
Among the most severe cases:
🔹 Joseph E. Everts, 21, of Chillicothe:
Everts faces a staggering nine charges, including:
5 Counts of Rape
10 Counts of Sexual Battery (F-3)
Gross Sexual Imposition
Five Counts of importuning
42 counts of Pandering Sexually oriented matter involving a minor, 3rd Degree Felony
8 counts of Pandering obscenity involving a minor, 3rd Degree Felony
Tampering with Evidence (F-3)
A total of 72 counts
🔹 Dominic J. Foor, 39, of Logan:
A contractor and owner of Foor U Construction and a pastor, Foor faces:
11 counts of Sexual Battery (F3)
6 counts of Importuning (F5)
6 counts of Unlawful Sexual Conduct with a Minor (F3)
He will be placed under ankle monitoring, may not leave the state for work purposes, and is subject to GPS surveillance. he has paid a 250,000 bond.

🔹 Nicholas Tincher, 39, of Chillicothe:
Fischer faces multiple charges across two separate cases:
Strangulation (F4), Domestic Violence (M1), Endangering Children (M1)
Nonsupport of Dependents (F5)
He received 30 days in jail, was ordered to undergo a PARS assessment, and must comply with child support orders.
🔹 Ryan A. Conrad II, 21:
Charged with:
Rape (F1), Unlawful Sexual Conduct with a Minor (F3), Gross Sexual Imposition (F4)
Conrad was found not competent to stand trial. He will receive inpatient treatment before reassessment. He will be held at the treatment facility, and then returned to jail then reported again to the court.
🔹 Harold H. Hoop Jr., 44:
Charged with:
Menacing by Stalking (F4) and Violating a Protection Order (F5)
Sentenced to 180 days in jail, 3 years of community control, and must complete mental health and substance abuse treatment. He also had a second case of violation of protection order, he was found guilty of that charge also and sentenced to 6 months in jail with 3 years of community control, these run concurrently with his previous charges. He is to have no contact with victim.
Other notable arrangements:
Brandon Mitchell, 20, for conveying prohibited items into detention
Conspiracy to Illegal Conveyance of Weapons or Prohibited Items into Grounds of Detention (F-3)
Disposition: Pled Guilty, waived PSI, sentenced to 8 months, concurrent with another case.
Courtney Young, 27, for child endangering Amended to F-4. Sentenced to Treatment in Lieu, pay court costs.
Jason Shawn McLean, 42, for murder. Continued case with pretrial scheduled. Pretrial continued, bond maintained as previously set.
Joshua T. Adair, 39, for domestic violence, felonious assault, and kidnapping, with bond set at $250,000, bond conditions stay away from Victium and do not leave the state.
The court session marked a heavy docket day in Pickaway County, with numerous defendants ordered to undergo treatment, evaluations, or face extended jail time while awaiting further proceedings.
