OAQDA Approves $55 Million in Bonds for Rumpke Waste Infrastructure Projects in Southwest Ohio

COLUMBUS, OH — The Ohio Air Quality Development Authority (OAQDA) has approved and closed on $55 million in bond financing to support Rumpke Waste & Recycling’s ongoing infrastructure expansion across southwest Ohio. The funds will help advance the company’s plans to build and upgrade facilities in Clark, Clermont, and Hamilton counties, enhancing waste management operations and improving air quality.

The projects — which include the construction of two solid waste transfer stations in Clark and Clermont counties and facility improvements in Hamilton County — are expected to create 105 new full-time jobs and sustain 115 existing positions, while processing up to 1,100 tons of solid waste per day.

Officials say the upgrades will improve operational efficiency, reduce vehicle travel time, and decrease emissions — delivering both economic and environmental benefits for local communities.

“This project demonstrates how partnerships drive Ohio’s competitiveness,” said State Representative Jean Schmidt (R-Loveland). “By updating critical infrastructure and supporting quality jobs, we are strengthening both our communities and our state’s economy.”

State Senator Louis W. Blessing III (R-Colerain Township) echoed that sentiment, calling Rumpke’s expansion “a win for Ohio’s workforce and for the families who depend on these essential services every day.”

OAQDA Executive Director Christina O’Keeffe said the financing underscores the importance of collaboration between public and private partners. “When infrastructure works well, most people may never notice it — and that’s the point,” she said. “This financing helps ensure Rumpke can continue providing critical services while creating opportunities for Ohio workers.”

Amanda Pratt, senior vice president of communications for Rumpke, added that the investment will deliver long-term environmental and economic benefits. “Rumpke’s projects secure positive impacts that will benefit our customers today and well into the future,” Pratt said.

The bond financing was approved under OAQDA’s Clean Air Improvement Program (CAIP), which provides financial tools to help businesses and communities implement clean air initiatives. The program aims to reduce upfront project costs, improve cash flow, and promote sustainable growth across Ohio.
