CHILLICOTHE, Ohio — Chillicothe police made multiple arrests Thursday evening after responding to reports of suspected drug activity at a local gas station.

Officers were dispatched to the Amoco Gas Station at 61 N. Bridge St. around 9:50 p.m. after a suspicious semi-truck was reported parked behind the business, with possible drug use taking place. Store manager told police that the truck had been parked for over an hour and that a customer reported potential drug activity.

Upon arrival, officers observed two individuals fleeing the scene on foot—a man wearing red pants and a black coat, and a woman in a white coat. The woman was later identified as Shakeita Gabbert, who had an active Chillicothe Police Department warrant for a probation violation related to theft. Gabbert was arrested without incident and transported to the Ross County Jail. She told police that the semi-truck driver had approached her seeking fentanyl.

The semi-truck driver, John Kabizuwabo of North Dakota, initially denied involvement. A subsequent K9 search of the truck revealed drug paraphernalia, including tin foil with residue, a burnt glass pipe, and a cut straw. Kabizuwabo was arrested and booked into the Ross County Jail on charges related to possession of drug paraphernalia. Additional testing of the substances is pending, and more charges could follow. The 2023 blue Peterbuilt was bearing (ND/49408P) and returned registered to Magnum LTD (DOT # 184416).

During the incident, officers also located a second suspect, Nigel Allen, attempting to flee a nearby residence. Allen resisted arrest by grabbing the arresting officer’s taser, prompting an officer to use a taser before he was taken into custody. He was booked on multiple charges, including resisting arrest, obstructing official business, and possession of drug paraphernalia.

Police confirmed that the investigation involved multiple officers and mutual aid from the Ross County Sheriff’s Office K9 unit. No injuries were reported during the arrests.

Authorities emphasized that the community is safe and the investigation is ongoing. Court dates for the arrested individuals have been scheduled for Feb. 9, 2026, at 9 a.m.
