
Chillicothe — Council heard clarification on an “anonymous donation,” and about an upcoming accomplishment in the sewer plant work.
In his brief briefing to council, Mayor Luke Feeney addressed the two topics.
The Reverend Terry Williams had criticized an “anonymous donation” that council voted to accept earlier this year, saying that it may violate state law and set a bad trend to allow an influencing of city actions with unidentified funding.
Feeney explained that the woman who made the donation wished to avoid notoriety, but her identity is in official records.

Feeney also said that the ongoing $60M reconstruction of the city’s Wastewater Treatment Plant has reached a threshold.
In the past, the city had delivered “sludge” to farms as fertilizer, but now the city has a way to “dewater” the sludge for easier disposal. Feeney said this is the first new process to be operational, in a week or two.
He said the construction work at the end of Renick Avenue will continue for the next few years.
The mayor also saw his veto of the “Anti-Camping” ordinance / Chapter 555 update overridden by council. Debate about the legislation raised protest by defenders of the homeless.
